Training for Representatives of Local Municipalities in Municipal Waste Management Plan Development and Waste Collection Fee Calculation

A training on municipal waste management plan development and waste collection fee calculation related issues for the representatives of Shida Kartli and Mtskheta-Mtianeti regions was held in Gori on June 28-29, 2017, within Waste Management Technologies in Regions, Phase II (WMTR II).

 

The meeting was opened by Eka Grigalava, Deputy Minister of Environment and Natural Resources Protection of Georgia. Ms. Grigalava reminded local government representatives of the obligations envisioned by Waste Management Code and once again stressed the importance of fulfilment of obligations for implementation of modern approaches to waste management in Georgia. Nana Janashia, Executive Director of CENN, introduced the attendees with WMTR II program plans regarding integrated waste management implementation.

 

Training participants were given the opportunity to get to know the requirements of national legislation related to both municipal waste management plan development and addressing violations of law by municipal waste pollution.

 

Based on requirements of Waste Management Code, local self-government bodies are to develop and approve municipal waste management plans no later than December 31, 2017. Stakeholder consultations and public hearings are an important part of the process. Therefore, on the second day of training, WMTR II team provided participants with a detailed overview of Municipal Waste Management Development Guideline, a manual developed by the program in cooperation with the MoENRP providing through information on the process of development of plans.

 

An individual session was held on calculation of the amount of waste collection fee. The program has developed a methodology making it possible to define the waste fee in an accurate and simple manner using modern principles. In addition to acquisition of theory knowledge, participants will be given opportunity to make a practical exercise.

 

WMTR II team will continue intensive cooperation with representatives of target municipalities and will assist them in fulfillment of their obligations in waste management sector imposed by legislation.

 

WMTR II was launched with financial support from USAID on 18 March 2017. The program is implemented by Caucasus Environmental NGO Network – CENN in three regions – Kakheti, Adjara A/R, Shida Kartli and in the City of Tbilisi.

 

WMTR II assists the Government of Georgia (GoG) to modernize the country’s waste management sector and support sustainable development and inclusive economic growth, ensuring responsible management of natural endowments that will minimize adverse impacts from waste on human health and natural resources.

 

The program will mainstream innovative approaches, apply new technologies, and streamline strong partnerships, to achieve, sustain and extend set objectives and solve development challenges.
